What is proposed?

Most contentious provisions:

• Copyright any set of data in electronic form

• Copyright lasts for 15 years. The 15 year period starts again anytime a change is made in the database.

• Protection for any "significant" extract. "Significant" is anything that would diminish the value of the database. This could mean individual data elements.

• No provisions for "fair use" of the public.
