There is no agreed plan yet, just a desire to get started. If this project is of interest to you, email to "ivo-request" at atnf.csiro.au to get added to the discussion list.

One practical action is the inclusion of a "placeholder" for the AVO in the Mid-Term review of Australia's decadal plan for astronomy. Ray Norris has written a draft appendix for the review document.
