• USA: H.R. 354 and H.R. 1858 are before 106th Congress.
• H.R. 354: Fairly restrictive, similar to WIPO Treaty. Would be effective retroactively 15 years back.
• H.R. 1858: Less restrictive, allows use of data from one database to build a new database. Would protect only new databases.
