Just a brief response to Stuart's comments.

Basically this was the original suggestion. Not a guarantee that an
educational speaker will necessarily be given a research presentation
speaking slot, but a guarantee that they that they will not be
disadvantaged in "fighting it out" for a research speaking slot by
having made an educational presentation. Whatever the merits of a poster
presentation if people feel that they forfeit their chance of a research
presentation by giving an educational talk than they will not give one.
In that case the educational session will fall flat as in previous ASA
meetings.
